, to get things to a point of compromise. we saw that before with newt gingrich and bill clinton. and in clinton's second term, they did actually get stuff done. they worked it out between them. but does the president have that kind of relationship with john boehner, say, where we can feel optimistic that they're going to have a very different kind of relationship but can actually be more effective? >> i think there's a different kind of dynamic that speaker boehner has to deal with. i don't know him personally, but his reputation is that he can get deals done, but then he has to sell them in a caucus, some whom, a minority, but a vocal minority of whom are very rigid indeed. so i think the speaker has an opportunity to show his more magnanimous leadership and to lead the whole of the house, and not just his caucus. and as he does that, i think his relationship, not just with the president, but with the general public will improve, and i hope he does. >> one of the issues he's going to face is gun crime, gun control, gun violence, generally. he's been generally audacious in terms

clinton will testify on capitol hill, wednesday. there are not a lot of changes in direction, policywides, perhaps less inclination for american intervention. senator john kerry isine as a shoo-in to replace secretary clinton. the president's pick of chuck hagel sends a similar message -- he's a republican, but his past statements on israel and iran and his opposition to the troop surge in iraq will likely make for a heated confirmation process. if confirmed, hagel will likely lead major budgetary belt tightening at the pentagon. in the second term, many look for one last big push -- immigration reform. >> the second term offers the president to be more risky, i think in terms of policies that they know are politically changing like immigration reform. >> with a growing latino vote, putting additional pressure ahead of 2016. >> the growing number of latinos and how they will affect the elections puts a lot of onous both parties to get something done. >> others feel the time has passed for big, bold moves. >> this gridlock in washington is very real. it is not going anywhere. the president

there was this young arkansas democratic governor bill clinton unseating an incumbent republican president. the uncomfortable part of that memory for democrats is that even though bill clinton did beat president bush in 1992 he did so with only 43% of the vote. bill clinton got 43% of the vote that year. president bush got 37% of the vote. and even though it is always a bad idea to do math on television, this one isn't that hard. if you add up 43 and 37 you do not get anywhere near 100% of the vote. what happened to the rest of the vote? the wacky thing about the 1992 election in terms of thinking about american binary red versus blue party politics is that another guy who ran that year, a third person, got almost 20% of the vote. it was ross perot, right? giant sucking sound. ross perot got a very large proportion of the vote for a third-party candidate. nearly 20%. and who knows how the votes would have been divided between bill clinton and george h.w. bush had ross perot not been in there that year. but one thing that's often forgotten about the 1992 race was that ross perot was not the
